As the Holy Land was overrun with muslims who dertmined to keep out Christian pilgrims and regularly attacked Christian settlements across the middle east, so those who wanted to make a pilgrimage as a sign of their devotion to their beliefs and to the Holy Mother Church, looked to Rome as a destination.
